I have had internet issues for YEARS. The issue is not inside the home despite the millions of attempts to check the equipment.
The infrastructure is the issue. I have major DNS issues along with VERY inconsistent signal. Tests by an electrical engineer proved the internet stream was lost every 2.3 seconds and that signal quality and strength is extremely erratic.
Charter has NEVER solved a single service issue 100%.
